The Regional Greenhouse Gas Initiative is an accord by 7 Northeastern States to stabilize and reduce the emissions from power plants that cause global warming. The accord has the goal of reducing carbon dioxide to 10% below 2005 levels by 2019. To accomplish this reduction, the RGGI establishes a multi-state, mandatory cap-and-trade program which caps emissions and distributes pollution permits or allowances to power plants for the purpose of trading.
